During the conversation, Keane addressed the Biden administration’s stance on whether Ukrainian President Volodymyr Zelenskyy should target military installations in Russia. He interpreted the president’s reluctance to endorse strikes on Moscow as a careful approach to a complex policy issue. Keane emphasized that while every weapon supplied to Ukraine is used defensively, Ukraine has a right to target legitimate military assets, including those in Russia that contribute to its invasion.

The discussion also touched on the role of retired U.S. Air Force pilots operating F-16s in Ukraine. Keane clarified that these pilots are primarily involved in defensive operations, helping to protect Ukrainian troops from aerial attacks.
